Most institutions treat the DEB application as a documentation exercise. It is partly that. It is also a production deadline, because the Regulations require the e-content to already exist when you apply — and that is the part that cannot be written in the last fortnight.
What the calendar actually looked like

Two things to take from that table. The window is roughly a fortnight. And the 2026–27 notice was issued on 31 August for a window opening the next day — so planning backwards from the announcement is not available to you. You plan backwards from the session.
Regulation 5(1) gives the anchor: applications must be submitted “at least three months prior to commencement of the academic session.”
What has to exist when you apply
- PG programmes: the full first year of four-quadrant material.
- UG programmes: the first three semesters.
- ODL mode: at least 60% of the SLM and e-learning material developed in-house.
- Online mode: e-learning material in four quadrants, per course, ready before launch.
For a PG programme that is commonly eight to ten courses. At roughly twenty hours each, 160 to 200 finished hours that must be in a publishable state before a single form is filled in.
The countdown
Decide the programme list and count the hours. Courses × hours per course. This is the only number that matters and almost nobody has it written down.
Audit what already exists. Sort the archive into usable, salvageable and unusable. The unusable pile sets your recording schedule; the rest sets your production schedule.
Book faculty recording slots now. This is the step that slips, because it depends on people with teaching loads. Everything downstream waits on it.
Lock the visual system. Title card, lower-third, logo placement, caption style, intro and outro. Decide once; changing it in week four means re-exporting everything.
Start production on what exists. Do not wait for the last recording. The archive material can be finished while the new recordings are still being scheduled.
Last date for new recordings. Anything shot after this will not clear production and faculty review in time, and rushing review is how an error reaches a student.
Faculty review closes. Named approvals logged against every video. This log is also the evidence your IQAC needs for the filing itself.
Assemble the compliance pack. Clause mapping, per-programme effect record, approval log, and the four-quadrant evidence for each course.
Window opens. Online submission, then the original affidavit and annexures in hard copy within the stated period.
Where it goes wrong
Almost always in the same place: production starts after the last recording is delivered, rather than alongside. That sequencing turns a sixteen-week programme into a six-week one, and six weeks is not enough for 180 hours through any process, in-house or outsourced.
The archive can be in production while the new recordings are still being scheduled. Treating those as sequential rather than parallel is the single most expensive planning error in this calendar.

Check these against the current notice
- Dates move between cycles and extensions are common. Work from the notice on the DEB portal, not from this page.
- Reporting on the 2026–27 cycle conflicts on whether recognition applies to a January–February 2027 session or an August one. The window dates are consistent across sources; the session month is not.
- The two-semester PG and three-semester UG requirement is sourced from a peer-reviewed review of the guidelines rather than from the annexure text itself. Verify against the gazette before relying on it in a submission.
