Why this matters
The Regulations don't just permit video lectures — they set standards for them.
Any Higher Educational Institution offering programmes in Open and Distance Learning mode and/or Online mode is bound by the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 [Advt.-III/4/Exty./212/2020-21]. Annexure VI sets quality-assurance standards for learning material "in multiple media," with an entire section on audio-video content specifically. Annexure VII repeats the same requirement for e-learning material. And the SWAYAM four-quadrant model that both Annexures point to — Quadrant-I, the e-Tutorial — requires every video to carry "the transcription of the video" alongside the recording itself.
Annexure IV goes further and names the production roles an institution needs for this: a Technical Manager and Technical Associates for audio-video recording and editing — then explicitly allows that work to be outsourced to "centres across the nation having requisite facilities." "Doesn't the 60% in-house rule rule this out?"
No — the two requirements cover different things, and it is worth having the distinction written down before your registrar asks.
Regulation 15(C) requires that at least 60% of the e-Learning Material be developed in-house. That is about academic authorship: your faculty design the curriculum, write the script, set the assessment and own the intellectual content. None of that moves.
Annexure IV · II(iv)(a)(E) separately and explicitly permits the technical work — audio-video recording, editing, graphics and animation — to be "outsourced to the centres across the nation having requisite facilities." The Regulations anticipate exactly this split, which is why they name the technical roles in one clause and permit outsourcing them in the next.

One thing your IQAC should know about the framework
The mapping above follows the four-quadrant model, because that is what the 2020 Regulations cite — they point to the UGC (SWAYAM Credit Framework) Regulations, 2016. The SWAYAM Guidelines issued in May 2024 moved SWAYAM itself from that four-quadrant approach to a six-component framework: e-Tutorial, e-Content, an interactive platform, assessment, a blended learning ecosystem and an industry vertical.
The two have not been formally reconciled, and the 2020 Regulations have not been amended on this point. In practice the audio-video obligations are the same under either reading — video with a transcript, interactivity through graphics and animation, and accessible delivery — so the effects in the mapping apply regardless. We flag it because a careful reviewer will notice the difference, and it is better to have an answer ready than to be asked.
