Before you approve the studio, price the archive.

A university digital studio tenders at around a crore. It is a satisfying thing to approve. It also produces exactly zero hours of courseware on the day it is commissioned.

In January 2026 the University of Jammu's Centre for Distance and Online Education put out a tender for a turnkey digital studio. The specification is unusually thorough, which makes it the most useful public benchmark in Indian higher education:

Acoustic treatment across 950 sq ft, false ceiling, soundproof doors and windows. One 4K broadcast camera and two 4K PTZ cameras with AI auto-tracking. A 2 M/E 4K switcher. A 17-fader digital audio mixer. Three wireless lavalier, two handheld, two podcast and one condenser microphone. Twelve 150W LED panels on DMX. Two 55-inch 4K displays. A 4K SSD recorder. A 96TB storage server. vMix. An Apple M4 edit system. An i9 playout machine. Eight-way intercom. Four-camera CCTV. Two 10KVA UPS units. Three-year comprehensive warranty. Four days of staff training. Completion in 45 days.

Project value ₹99 lakh

That is a real, current, publicly tendered number for a real Indian university, and it is a perfectly reasonable price for what it buys. The University of Mumbai announced an e-content studio and smart classroom together at ₹35 lakh in March 2025 — a lighter specification, donor-funded. So the range for a serious facility runs from tens of lakhs to about a crore.

What a crore of studio does not do

It does not touch the recordings you already have. Every Zoom session from the last three terms, every classroom capture, every lecture a faculty member shot on a phone during the pandemic and never used again — the studio does nothing for any of it. That footage represents faculty time that has already been spent and already been paid for.

It also produces nothing on its own. A studio is a room. It converts into courseware only when a faculty member walks in, on a timetable, with a script, and somebody edits what comes out. The editing problem is not solved by the room; it is created by it.

The same ₹99 lakh buys 4,950 finished hours at our Essentials rate, or 1,980 hours fully produced. A twenty-course programme needs about 400.

Put another way: the studio budget could produce your entire online portfolio roughly five times over, from footage that already exists, without anyone re-recording anything.

Where the money usually comes from, and why that matters

Most of these projects sit inside PM-USHA. The scheme's per-institution envelopes are large — ₹20 crore to strengthen a university, ₹5 crore for a college, up to ₹100 crore for a MERU — and the guidelines state plainly that "there shall be no fixed capping for the hard and soft components." Eligible activities explicitly include digital nodal centres for digitising academic content.

So there is no rule forcing the money into hardware. The split between the room and the content is a discretionary decision, made locally, usually without anyone pricing the alternative.

When the studio is the right call

What we would question is the sequence. A studio is a bet on video you have not made yet. The archive is video you have already paid for. One of those two can be tested this month for the price of a single course.

Being fair about the comparison

  • The Jammu figure is a tender value, not a final contracted price, and specifications vary enormously between institutions.
  • A studio is capital expenditure with a multi-year life; production is operating expenditure. They are not the same kind of money, and in some institutions the capital budget genuinely cannot be spent on services.
  • A studio also carries running costs — staff, maintenance, the warranty after year three — that this comparison does not attempt to quantify.
  • Our per-hour rates assume usable source footage. A recording with unrecoverable audio is not fixed by any amount of post-production, and that is exactly the case a good studio prevents.
